Toronto's police chief has launched an investigation after an officer wrote a letter criticizing Mayor John Tory over the recent shootings in the city. The letter calls Tory a "direct contributor" to the shootings and points to the cancellation of Toronto's Anti-Violence Intervention Strategy (TAVIS) for the rise in gun violence.
