Iraq says U.S. forces retreating from Syria not approved to stay in Iraq

Iraq is contradicting the U.S., saying American forces now retreating from Syria don't have approval to stay inside Iraq and can only be there in transit. The Pentagon said 1,000 troops would 'help defend Iraq' against Islamic State. The U.S. now says the situation is 'fluid.'
