The Santa Ana winds that are feeding a dozen wildfires in California are expected to tear through the state again Thursday. Firefighters say the destructive Kincade fire near San Francisco has stopped growing. But hurricane force winds in the south nearly burned the Ronald Reagan Presidential Library yesterday.
