Scottish court rules UK PM's proroguing of parliament "unlawful," British Supreme Court has final say Tuesday

Another setback for British Prime Minister Boris Johnson, as a court in Scotland rules his decision to prorogue parliament is not legal. But the court did not overturn the suspension, saying the decision is up to Britain's Supreme Court, Tuesday. 75 opposition MPs are challenging Johnson's move, saying he breached the constitution by trying to evade democratic scrutiny over Brexit. The British government plans to appeal the ruling.
