Quebec government engineers says the 'pile of dirt' dike that failed at Sainte-Marthe-sur-le-Lac, Que. and flooded thousands of homes was not subject to provincial standards - and that needs to change. They say anti-flood dikes in Quebec are the responsibility of the owner under the current system.
