Jail a 'revolving door' for mentally ill, inquest hears

Mentally ill inmates are often released from jail without treatment plans, almost guaranteeing they will find themselves in jail again, a corner's jury in Ottawa heard Monday. The jury is examining the death of Justin St. Amour, 31, who hanged himself in jail in 2016. He had a history of severe mental illness.
