Carbon tax debate could distract from premiers' united front on trade

Chair Brian Gallant wanted this summer's Council of the Federation talks to focus on trade issues. But Saskatchewan and Ontario appear keen to spotlight their looming fight with the federal government over imposing a carbon tax.
