Over 100 people are feared dead after a migrant boat capsized in the Mediterranean, off the coast of Libya. The Libyan coastguard says it rescued 16 people. A Spanish rescue vessel was reportedly told by Italian authorities not to respond to the smuggling boat's distress call, and let the Libyan coastguard intervene.
