Political instability, fragile institutions leave Italy vulnerable ahead of key referendum

On its own, a No vote in Italy's upcoming referendum on constitutional reform might have little impact beyond the country, but coupled with a failing banking sector, a staggering youth unemployment rate and a chronically deadlocked political system, it could destabilize an already fragile EU still smarting from Brexit.
