Close friend of top Montreal Mafia figures tried to make deal with securities regulator

Montreal businessman Tony Papa doesn’t like to be called an informant, but the close friend of former high-level Mafia figures in the city voluntarily provided information to investigators at Quebec’s securities regulator, a joint fifth estate/Enquête investigation has found.
