Migrant crisis: Europe must settle 200,000 refugees by end of 2016, UNHCR says

Europe will have to accept at least 200,000 migrants and refugees by the end of 2016, UN High Commissioner for Refugees Antonio Guterres says, as hundreds of refugees remain in limbo in Hungary.
